This is a reasonably well-designed graphic that's cluttered by chartjunk (source: economist.com). The bright picture of the Earth in the background draws the eye away from the paler color bars that present the actual data.
The color bars themselves are easy to understand, and make good use of the data. But the picture serves no useful purpose and should be removed-- a neutral background would be best.
