NYTimes Degree of Worry of Terrorism

This graph from New York Times' John Tierney's blog shows how worried Americans have been that they or someone in their family will become a victim of terrorism since the attacks of September 11th. The different colored lines signify the varying degrees of worry, the x-axis the year, and the y-axis the degree of worry. But as seen in the graph, the axes are not labeled--I suppose the x-axis is rather evident, but the y-axis remains confusing. Does it represent the percentage of people polled? If so, how many people were polled? Moreover, the different markers for the different lines seem unnecessary and cluttering.
